Joint Statement by Armenian PM and Iranian President

Prime Minister of the Republic of Armenia Nikol Pashinyan and President of the Islamic Republic of Iran Masoud Pezeshkian have signed a joint statement on the outcomes of their August 19 meeting in Yerevan.

JOINT STATEMENT

H.E. Masoud Pezeshkian, the President of the Islamic Republic of Iran and H.E. Nikol Pashinyan, the Prime Minister of the Republic of Armenia
Based on the official invitation extended by H.E. Nikol Pashinyan, the Prime Minister of the Republic of Armenia and in order to strengthen and expand the relations of Iran and Armenia, H.E. Masoud Pezeshkian, the President of the Islamic Republic of Iran paid an official visit to Armenia on 28 Mordad 1404 H.S corresponding to 19th August 2025. \
Through the negotiations between the President of Iran and the PrimeMinister of Armenia and their accompanying delegations, the two sides exchanged views on various bilateral and multilateral issues, and while appreciating the historical, deep and friendly relations between the two nations and their longstanding cultural and civilizational commonalities, they reiterated their determination for further expanding the ties utilizing all facilities and opportunities as well as further expanding and improving of the political consultations regarding various bilateral, regional and international issues. Moreover, while expressing their satisfaction from the dynamic, forward-looking trend of expanding the cooperation between the two countries at bilateral, regional and international levels as well as from the dialogues and exchanges of delegations at highest levels, they:
· Emphasized their desire to deepen the relations of the two countries and elevating the ties to the level of strategic partnership;
· Emphasized the importance of regular high level political consultations aimed at coordinating their views and expanding cooperation on bilateral, regional and international issues. The two sides asserted that aside from the changes in the international atmosphere, they shall be committed to strengthen bilateral relations and elevation of comprehensive cooperation;
Condemning the recent attack against the Islamic Republic of Iran called to adherence to the UN Charter and international law;
· Emphasized their commitment to the UN Charter and international law’s recognized principles and norms, including respect for the sovereignty, independence and territorial integrity of countries, inviolability and non-alteration of the international borders, refraining from the use of force or threat to do so and non-interference in the internal affairs of each other, along with recalling the relations based on peaceful coexistence and good neighborliness;
· Highlighted the importance of developing people-to-people connections and scientific, cultural and tourist exchanges aimed at boosting the familiarity and friendship between the two nations and facilitating the movement of the citizens of the two countries as an effective step in this regard;
· Referring to the importance of dialogue and cooperation between the parliaments of the two countries as an important component of advancing common goals and views, highlighted the importance of specialized commissions and parliamentary friendship groups within the framework of international parliamentary organizations;
· Emphasized the necessity of settling common environmental issues, especially the pollution of Aras/Araks River, through bilateral cooperation;
· Highlighting the great available potential for increasing trade volume and welcoming the regular holding of Joint Commission of Economic and Trade Cooperation between the two countries, asserted their resolve to expand and deepen cooperation on various areas of mutual interest.
· Decided to increase the trade volume, expand reciprocal investment and implementing joint infrastructure projects aimed at elevating the welfare and common interests of the two States towards reaching the target of $3 billion trade volume between the two countries. In this regard also taking into account the opportunities provided by the free trade agreement between Iran and Eurasian Economic Union;
· Considering the common interests of the two countries in terms of strengthening the Persian Gulf–Black Sea route, the two sides emphasized the necessity to promote the comprehensive transportation cooperation, develop transportation infrastructure and transit networks, including accelerating the construction of the second bridge on Aras/Araks River at the border of the two countries ,development and modernization of new border crossings, and reduction of customs duties according to the agreements between the two countries;
· Confirming the significance of the third line project of transmitting power from the Republic of Armenia to the Islamic Republic of Iran, emphasized the necessity of completing the said project in a speedy manner; also, through supporting the increase in gas and electricity exchanges between the two countries within the agreement on the barter of gas and electricity.
· Emphasized the significance of developing transportation and connecting infrastructures between the two countries, including completing the international transportations routes, railroads, roads and developing the transit routes, which will lead to boosting the regional role of both countries. They reiterated the importance of the Armenia’s “Crossroads of Peace” initiative and highlighted the reopening of transportation routes within the framework of the territorial integrity, national sovereignty and jurisdiction of the countries on the basis of reciprocity.
· Laid emphasis on supporting joint ventures in various economic areas, including industry, agriculture, mine and services, and providing necessary facilities for the activities of the private sectors of the two countries;
· While supporting the major achievements with regard to the peace agreement between the Republic of Armenia and the Republic of Azerbaijan they emphasized the need for respect for the territorial integrity, equal sovereignty, political independence and inviolability of the recognized international borders;
· Supporting the boosting of regional cooperation mechanisms, including the 3+3 regional consultative platform · Highlighted the significance of continuous consultations for the approximation of approaches toward important global and regional issues, and expressed their readiness for close cooperation within the framework of regional and international organizations, particularly the United Nations;
· Emphasized the necessity of joint combat against terrorism, extremism, transnational organized crimes, smuggling of narcotics, and other security challenges that threaten regional and international peace and stability;
· Highlighted the continuation of their efforts toward deepening and expanding of brotherly relations between the Islamic Republic of Iran and the Republic of Armenia, and pointed out that these relations are an example of peaceful coexistence and constructive cooperation between different cultures and civilizations. The heads of the two countries agreed that periodical meetings should be continued at high levels so that the process of advancement of cooperation would be assessed and new areas of expansion of ties be identified; In this official visit, a joint trade forum was held attended by the President of the Islamic Republic of Iran and the Prime Minister of the Republic of Armenia, other officials of the two countries and, heads of industries and companies and representatives of the private sector who deliberated on ways of expansion of cooperation between private sectors. President Pezeshkian appreciated the Armenian Prime Minister for his warm hospitality and wished the Armenian government success in continuing the development and prosperity on the friendly country of Armenia. Moreover, he extended an invitation to Prime Minister Pashinyan to visit Iran. Accepting this invitation, the Prime Minister of Armenia expressed his appreciation, too. In this visit, a number of documents were signed in areas of mutual interest.
As a conclusion of negotiations between H.E. Masoud Pezeshkian, the President of the Islamic Republic of Iran, and H.E. Nikol Pashinyan, the Prime Minister of the Republic of Armenia, the present statement was signed in two original copies in Persian, Armenian and English \languages on 28 Mordad 1404 H.S corresponding to 19 August 2025, A.D.
